Have you seen deCarta's OSM demo? Check it out here. I played with the Berlin map. It's super smooth. 

Also, I just returned from an LBS show in Miami where there were more than a dozen mobile operators in the audience. I strongly suggested they look at OSM for LATAM base mapping options - commercial options are still a source of frustration for them. More about that in another post.
